Federal CPIC Forum February 2013 Webinar - PortfolioStat

This month's Federal CPIC Forum educational webinar will provide information from a Memo Draft recently released for comment by the Office of Management and Budget (OMB). Here is a summary of the information we have at this time:

OMB analyzed the results from the FY12 PortfolioStat sessions, solicited agency feedback and incorporated insights from the Federal Chief Information Officers (CIO) Council to identify noteworthy management practices.

• Evidence suggested that many agencies are managing IT in a decentralized manner, missing opportunities to leverage enterprise scale and leading to inefficiencies and duplication in the allocation of IT resources.
• Agencies most effective in managing IT had strong agency-wide governance, which encouraged development of mission IT by business owner and focused on streamlining and consolidating commodity IT investments at the enterprise level.

The best practices that were identified include:

• Empowering Agency CIOs.
• Strengthening IT portfolio governance
• Maturing service delivery

In order to improve the outcomes of PortfolioStat and to mature agency IT portfolio management, OMB is consolidating previously collected IT plans, reports and data calls.  The collection channels were identified in the report.  Also identified, were the plans that are no longer required to submit to OMB.     

In FY13, PortfolioStat sessions will likely put particular emphasis on assessing agency adoption of each of the best practices for maturing agency management of IT resources.  PortfolioStat in FY13 will take place in three phases (which will be more defined in detail in the official memo upon release):

1.     Preparation
2.     Session
3.     Post-Session

This memo's instructions for continuing the PortfolioStat efforts will directly affect selection of IT investments for future funding. Attending this webinar will benefit attendees because it will help review OMB's pending new guidance regarding PortfolioStat and discuss the implications of the next phase of PortfolioStat activities. The Federal CPIC Forum will be bringing back Subject Matter Expert and guest speaker, Mr. Eric Thomas, of Vergys LLC, who taught the PortfolioStat training for the Federal CPIC Forum and CPIC community attendees last year. Eric will familiarize attendees with a review and discussion about the second year of PortfolioStat requirements, how the requirements build upon last year, and what the deadlines are expected to be, based upon the most current information we have at the time of the webinar.
