The Reality of Artificial Intelligence for Government Agencies

While remaining a key buzzword, Artificial Intelligence (AI) also has proven to be making a real impact in government. The Office of Management and Budget’s 2025 Federal Agency Artificial Intelligence Use Case Inventory found that the number of reported use cases more than doubled from 2024, with 3,611 individual use cases across 56 submitting agencies. 

As they did in 2024, the Department of Health and Human Services (HHS) led the way in AI deployments, reporting 447 active use cases. The next highest users were NASA, then the Department of Veterans Affairs (VA), Department of Energy, and Department of Justice. 

The use cases are diverse, including text identification, summarization and manipulation; data analytics and pattern recognition; and predictive modeling. Chatbot services are a leading use of AI. There are at least 180 chatbots in use across government, helping federal employees schedule travel, get IT help, learn more about internal rules and regulations, and make contract-award decisions.

We took a deeper dive into a few agencies to learn more about how AI is being used and making an impact on missions:
 

  • Department of Veterans Affairs – The VA reported the highest “high-impact” AI usage, meaning AI systems where the output serves as the principal basis for decisions or actions that have a legal, material, binding, or significant effect on individuals, entities, or critical operations. Named programs include “Summarization of Clinical Data;” “Forescout: AI Behavioral Anomaly Detection w/ Automated Enforcement;” and “VA VoiceBot for Call Center Modernization.” The VA is also developing AI helpers to prepare patients for surgery, use computer vision to more precisely measure wounds, and identify potential suicide risks that human clinicians may miss. Finally, AI is being developed to help veterans claim their benefits by analyzing data and providing personalized recommendations on applicable benefits. 

  • Centers for Disease Control and Prevention (CDC) – ChatCDC is a generative AI chatbot used throughout the agency for content development, including for websites, social media, fact sheets, and graphics. It is also widely used to summarize meeting notes and conduct literature reviews. 

  • Department of Justice (DOJ)– Working with the FBI and the HHS Office of Inspector General, the DOJ developed an AI solution to stop alleged health-care fraud. The program claims to have identified more than $14.6 billion in submitted fraudulent claims. As part of this effort, the Centers for Medicare & Medicaid Services (CMS) reported that they had prevented the payment of $4 billion in false claims and announced the related suspension and revocation of billing privileges for over 200 providers.

  • U.S. Patent and Trademark Office (USPTO) – USPTO utilized a suite of three AI tools to speed up the trademark pre-application process, reducing the time to process from five months to five seconds. The solution development began in December 2025 and was fully deployed by April 2026, and the next planned step is to apply it to backlogged applications. Additionally, the USPTO’s SCOUT is a FedRAMP-approved chatbot, soon to move out of beta and be broadly deployed, that helps employees draft emails and research documents. 

  • Department of Energy (DOE) – Using AI, a DOE team converted a safety analysis document into a 208-page license application in just one day. The process typically requires a team of people, working over the span of four to six weeks. The DOE is focused on expanding this kind of result with its Genesis Mission, a federal initiative to use AI to transform how scientific research is conducted. The idea is to create a national AI scientist platform to integrate supercomputers, AI models and agents, scientific instruments and experimental facilities, and federal datasets. From there, the platform could be used to analyze data, run simulations, generate hypotheses, and automate parts of the scientific method.
