Understanding Barriers to Zero Trust

Two years following the "Cyber EO" naming zero trust as the security architecture of the future and after one year of implementing the Federal Zero Trust Strategy, federal agencies have made important progress predicting and identifying roadblocks. With the first major deadlines coming at the end of 2023, this year is critical for figuring out how to overcome identified barriers.

Resource Issues

A survey found that 35% of federal CIOs say they have "intermediate or advanced" zero trust capabilities in place, but there are concerns about having the right resources and funding to fully meet administration mandates. Nine in 10 respondents agreed a key step is having a zero trust assessment performed by an outside resource to identify gaps and key focus areas, but contracting and finding funding for this effort is difficult. With this assessment, existing resources can be assigned to the most critical and impactful areas, and the need for additional funding and resources can be prioritized. Funding specifically earmarked for zero trust will be in FY24 budgets. This funding is determined by aligning the work and tools needed across each capability area. Continue reading

Radio in the Clouds

The National Oceanic and Atmospheric Administration (NOAA) is examining options for a "transition from hardware-based ground radio processing to cloud-based software applications." In practice, this would mean digitizing NOAA radio frequencies using devices that are software-driven, rather than traditional hardware-based devices, to support the agency's satellite programs' need for telemetry processing--the reading and transmission of data from a remote source. Balancing AI’s Power with Privacy

Artificial Intelligence (AI) has incredible potential to speed decision-making and unearth connections between data to inform government services and programs. AI is being implemented across government and private industry with very little policy or regulation as to its development or use. In many ways, this lack of oversight is driving exciting innovation, but as this innovation leads to new uses, the risks of infringing on citizen rights and privacy increase.

Peter Parker (Spiderman) was warned, "with great power comes great responsibility." Similarly, AI developers need a voice providing gentle guidance as they figure out how best to use AI's power for good. In the fall of 2022, the White House released the AI Bill of Rights, designed to address concerns about how, without some oversight, AI could lead to discrimination against minority groups and further systemic inequality. Online or In Person, Job Fair Success Depends on Preparation

Looking for a new job, whether you are currently employed or unemployed, is stressful. Luckily, job seekers have more options than ever when it comes to connecting with employers. Virtual job fairs have come a long way since being widely implemented during pandemic lock downs. A variety of platforms now offer job seekers and recruiters an incredibly interactive experience from the comfort and convenience of home or office. In-person events are now back and provide an outlet for people who feel more effective in a face-to-face environment (or simply just want to get out and mix with people).

However you choose to participate in a job fair, the preparation is key. Job fair organizers stress that it is critical to do your research and go into each event with a plan that includes:

  • What companies do you want to meet with
  • An understanding of those companies' business
  • A list of current open positions of interest

Recruiters should similarly do their homework, looking at registration lists and identifying people they want to attract to their booth. With basic preparation, there are some tips that are unique to each type of event. Continue reading

Creative Solutions to Close the Cybersecurity Skills Gap

In the last 12 months, more than 769,000 cybersecurity jobs were posted in the United States. Unfortunately, there are not enough trained cyber professionals to meet this need across government and private industry, but the roles need to be filled. A report issued by the Government Accountability Office (GAO) in late 2021 named the cybersecurity skills gap as a leading cause of risk for Federal agencies. To meet this need and risk head-on, the government is coming up with creative ways to fill cyber positions.

Funding Scholarships

The DoD had been looking to set up military-style academies focused on cyber education; however, the direction has shifted in the latest National Defense Authorization Act. The latest proposal recommends establishing a DOD Cyber and Digital Service Academy within existing universities and colleges. This means that students studying certain cyber and digital service disciplines could receive up to five years of tuition and room and board. In exchange, recipients would agree to work for the DoD for the same number of years that they received the scholarship. This is not unprecedented. The National Science Foundation's CyberCorps Scholarship for Service Program has been in place since 2000. It has placed over 4,500 people in government organizations including DoD, the National Security Agency and state and local governments in return for their scholarship. Continue reading
