AI Reporting for Duty

Artificial Intelligence (AI) is becoming a key tool in the arsenal of the U.S. military. In 2022, the Department of Defense (DoD) launched the Chief Digital and Artificial Intelligence Office (CDAO) to become the "go-to place for talent and technical expertise." It was formed by merging several DoD offices to create a single, coordinated effort to advance AI technology and policy. Specifically, the CDAO is charged to:

  • Lead the Department's strategy and policy on data, analytics, and AI adoption, as well as govern and oversee efforts across the Department.
  • Empower the development of digital and AI-enabled solutions across the Department, while also selectively scaling proven solutions for enterprise and joint use cases.
  • Provide a sophisticated cadre of technical experts that serve as a de facto data and digital response force able to address urgent crises and emerging challenges with state-of-the-art digital solutions.

A key focus of the CDAO will be how to use AI to better coordinate forces in support of the DoD's Joint All-Domain Command Control (JADC2) efforts. Initial tactical goals include:

  • Review the Department's policy, strategy, data governance, analytics, and AI to create an integrated Data, Analytics, and AI strategy.
  • Provide the enterprise-level infrastructure and services that enable efforts to advance adoption of data, analytics, and AI.
  • Solve and scale enterprise and joint use cases in support of the National Defense Strategy and the Advancing Data and AI (ADA) initiative.

Building the Case for Software Factories

The term "software factories" conjures up images of pristinely clean technology assembly lines with super-efficient singularly focused line workers. In reality, a software factory is not a place, but rather a process for improving the speed of software development and release. A software factory provides a repeatable, well-defined path to create and update software. As the name implies, a software factory applies manufacturing techniques and principles to software development. This means software factories provide templates, playbooks, and reusable code that people across the organization can use to quickly create new applications.

With DevOps and agile software development methods as a basis, a software factory combines tools, teams, and practices to standardize and reuse code, building upon accumulated knowledge. Bridging Low Tech and High Tech for Improved Disaster Preparedness

September is National Preparedness Month. This public service campaign is run out of the Department of Homeland Security and is focused on educating citizens about the importance of preparing for disasters and emergencies that could happen at any time. The 2022 campaign has a theme of "A Lasting Legacy," urging people to "Prepare for disasters to create a lasting legacy for you and your family."

This theme of legacy also applies to how the government responds to disasters to aid communities in prevention and recovery. Increasingly, emergency managers are relying on Artificial Intelligence, Virtual Reality, and more to model and plan for disaster response. However, when disaster hits and electricity is unavailable, high tech solutions no longer function and first responders must rely on analog methods to communicate and execute response plans. Facing the Future of Biometrics

With many of us using our faces to "open" our phones, biometric technology has become an everyday consumer technology. Capitalizing on the comfort and ease of use of facial recognition, government agencies are looking to incorporate it (and other biometric methods) into their modern cybersecurity plans and approaches but are realizing implementation in a government setting raises a host of complications.

Interest in facial recognition is strong

The U.S. Government Accountability Office (GAO) released a report in August of 2021 that detailed current and planned use of facial recognition technology by federal agencies. In a survey of 24 departments and agencies it found that 18 reported using the technology and 10 reported plans to expand their use of it. Continue reading

3 Ways Public Safety is Utilizing Cutting Edge Technology

In an effort to continue to keep us safe, law enforcement and other first responders are embracing and responding to the implementation of new technologies. In this post we'll take a look at three technology areas impacting how law enforcement carries out their mission - video, autonomous vehicles, and Internet of Things.

Video Improves Transparency and Public Collaboration

Body and dash cameras were originally introduced in the United Kingdom in 2005, followed by large-scale implementation in the United States in 2014. Their wide application was designed to "make police services more transparent and officers more accountable." The technology has proven its worth. For example, only 2.1% of citizen complaints filed in Chicago between 2010 and 2016 resulted in a disciplinary action against police officers, according to the Invisible Institute. Part of this was due to the fact that investigations were carried out internally by police departments with little outside input. A recent study found that today, with the use of video evidence, police officers are 64% more likely to be subject to disciplinary action after a complaint investigation.

Recording the footage is only part of the solution to best using video. That footage must also be widely distributed to help in identifying suspects. In doing so, departments have to be mindful of privacy issues of others who may have been recorded. Video redaction can be a time consuming process that wastes valuable hours. Today, departments are utilizing AI-enabled redaction cutting the process down to minutes.
