Food, Agriculture, Veterinary Response Exercise (FAVRE) Federal Interagency (I/A) Tabletop (TTX)

Homeland Security Presidential Directive-9 (HSPD-9) established “a national policy to defend the agriculture and food system against terrorist attacks, major disasters, and other emergencies.” Under HSPD-9, the DHS Secretary, in coordination with the Secretaries of Agriculture, Health and Human Services, the Attorney General, and the Administrator of the Environmental Protection Agency, has the responsibility to ensure that “the combined Federal, State, and local response capabilities are adequate to respond quickly and effectively to a terrorist attack, major disease outbreak, or other disaster affecting the national agriculture or food infrastructure.”

The FAVRE Federal I/A TTX is intended to improve incident management and response capabilities to an agricultural incident between Federal Departments and Agencies and with the private sector in support of HSPD-9 requirements.  The TTX will facilitate participants’ identification of the resources needed to respond to a FAV scenario and determine what gaps may exist between requirements and available resources.
