INFOPAC 2026
The INFOPAC Symposium remains focused on U.S., Allied, and partner military practitioners in the information forces. INFOPAC Symposium themes focus on the implementation of National and Theater strategies, as well as emerging operational and warfighting concepts.
The theme for the 2026 INFOPAC Symposium, "Maintaining Deterrence" follows guidance from ADM Paparo at the 2026 Honolulu Defense Forum (HDF), where he provided his guidance on the future of deterrence in the Indo-Pacific for the following year and a half:
"We will set the conditions for strategic stability, and we will maintain deterrence."
We are now in the closing months of the “Davidson Window,” a strategic concept referring to the timeframe between 2021 and 2027 at the end of which Communist China will have developed sufficient capabilities to invade and subjugate Taiwan. As we approach the end of this window in 2027, we must maintain deterrence. We must also continue counter PRC cognitive warfare and conduct information operations to support deterrence. The House Armed Services Committee report on the FY26 NDAA, emphasizes the focus on Deterring China, countering Communist China’s malign influence and fully funds military information operations assistance to Indo-Pacific allies to counter Chinese influence operations.
The focus on deterrence has remained consistent with other military conferences, with the 2026 HDF theme of "Operationalizing Indo-Pacific Readiness and Deterrence". Among the major findings of the HDF Conference was the need for “widening and improving credible deterrence now,” and for achieving "Operational Advantage Through Information." The theme of the USPACOM/NDIA co-sponsored Pacific Operational Science and Technology (POST) conference just concluded on March 12th was "Deterrence through innovation," which focused on harnessing our innovation, experimentation, and testing efforts to contribute to maintaining deterrence.
INFOPAC ’26 will provide attendees the opportunity to discuss these concepts at the UNCLASSIFIED, S/REL, and TS levels over the 4 day agenda.
