Cloud adoption across government has moved beyond isolated migrations and pilot programs. Today, agencies are taking a whole-of-government approach to cloud computing. They’re aligning policy, security, acquisition and operations to modernize IT environments and deliver better services at scale.
Federal News Network’s Cloud Exchange 2026 brings together senior government leaders, technologists and industry experts to examine how agencies are using cloud services to modernize infrastructure, strengthen security and expand mission capabilities across the enterprise.
As agencies face increasing demands for resilience, interoperability and speed, cloud has become a foundational infrastructure capability and platform for modernization —supporting everything from zero trust architectures and data analytics to application modernization and digital service delivery.
What we’ll explore
At Cloud Exchange 2026, speakers will share practical insight into how agencies are:
- Using cloud services to reimagine legacy systems and improve operational efficiency
- Strengthening cybersecurity through shared services, zero trust and continuous monitoring
- Expanding digital services to better serve the public and internal users
- Aligning cloud strategy with federal policy, acquisition reform and workforce readiness
- Scaling cloud adoption across programs while managing cost, risk and performance
Through in-depth conversations led by Federal News Network journalists, this exchange will highlight real-world programs, lessons learned and emerging best practices from across government.
Whether you are shaping cloud policy, leading IT modernization efforts or are responsible for delivering secure, reliable services, this virtual event will offer timely insights into how agencies are moving from cloud adoption to cloud optimization together.

Federal healthcare systems are under increasing pressure to do more than deliver care. They are also responsible for managing risk at an enormous scale. Billions of dollars are lost each year to fraud, waste and abuse, yet in many cases, the cost of investigating and recovering improper payments exceeds the value of the claims themselves. This has led to a persistent “pay and chase” model, where questionable claims are paid first and only reviewed later, if at all. With increased scrutiny from oversight bodies and initiatives like the Task Force to Eliminate Fraud, agencies are under pressure to rethink this approach. The challenge moved beyond simply identifying fraud to doing so early enough, and efficiently enough, to make intervention worthwhile.
In this webcast, we’ll explore how federal healthcare leaders are shifting fraud detection closer to the point of payment by rethinking data architectures and distributing decision-making. We’ll discuss how AI and edge computing can help agencies move from retrospective review to real-time risk assessment, reducing improper payments while lowering the cost of enforcement. The conversation will focus on how bringing intelligence to where decisions are made can strengthen program integrity without slowing down care delivery.

This webinar explores an alternative, an agentic software factory that enables engineers to supervise modernization at scale rather than performing every refactor by hand. We will detail the "Agent Mesh" architecture, a modular harness of specialized, small language models (SLMs) designed to operate entirely offline. Unlike standard frontier models, this approach uses agents to analyze legacy code, generate refactored equivalents for RHEL 10, and produce characterization tests to ensure functional equivalence.
You'll learn how to:
- Transition From Manual Code Migration to a Supervised Automation Model: Ensure that legacy systems are not just updated, but transformed into secure, supportable foundations for the next generation of mission delivery.
- Deploy Offline Agent Meshes: Build specialized AI harnesses for disconnected, mission-critical environments using local small language models.
- Automate Functional Validation: Use coding agents to generate characterization tests, ensuring refactored code maintains identical behavioral intent.
- Measure Modernization Success: Establish KPIs focused on functional equivalence and developer trust over simple completion speed.
